I live in Shaw and pay a little less than that. The neighborhood has a lower crime rate than, say, Dupont. You probably shouldn't look in Dupont, Adams Morgan or Columbia Heights. At least, that area is right on the borderline for your price range, or maybe slightly over. So go a little east of that and should be right in your range.
You might also check into the new high rise that went up recently across from the Huntington Metro. Before they went up, the building right behind where they are now was right in that range. Though, I thought it made sense to save the money on commuting being that I work in DC.
Contact Jesse Morrow... he's in real estate, and before I made the decision to save up and buy, he was helping me find an apartment in that range, and came up with some fabu places. These places were further out, but I wanted A LOT of space, so you shouldn't have a problem. I can't remember his work e-mail, but you can find him on my myspace friend's list under Jesse...
I loved my efficiency in Mount Pleasant. Not far from Columbia Heights metro and also S bus line right in front, which is a frequent line that goes all the way down to the mall. Its near all of the new stuff in Columbia Heights and less than 1 mile to Adams Morgan. Walking distance to both a safeway and a Giant and the building itself has a pool and fitness center, convenience store and a bar/restaurant. It even had a dentist office when I lived there, but I think its gone. My studio was pretty spacious and had more storage room than any others I've ever seen. I started out there at $785, including utilities. I don't know what its at now, but my understanding is they've stayed within reason of that. Check it out. Its the Woodner at 3636 16 St, NW

You could try Southern Towers. I know my friend lives there and he only pays like less than $700. Something like that anyways. They have efficiencies there. Cause thats what my freind has.
