It can be done online, like this one for example. It only needs to be witnesed by a friend/neighbour and costs less. It might be worth looking around though, I did see other sites that offer the same services.
I got it done at a local solicitor for £5. I used a statutory declaration not deed poll as deed poll is a waste of money in my opinion. When it comes to your bank details just ask your bank to drop off the miss or mrs part hsbc did that for me no problem without asking questions. Go to www.pfc.org for links to a statutory dec to print out.
£70 is way too much - even a Deed Poll costs around half that.
I think there are ways of getting it signed for nothing. Try going to the local Magistrates or County Court and asking nicely if some-one there might sign it (there's always loads of Judges, District Judges, solicitors and Barristers knocking about). Failing that I think there are others who can sign it like Doctors, maybe even teachers (University lecturers?) so it's worth checking the PFC site for the full list.

you can also get a solicitor to witness it ( i think ite under the 5 minute rule). You could also use a legal aid form to get it free.
You might be able to get your doctor to countersign it but I'm not sure.
Its preety much like getting a passport, which BTW you want to get this month (in london) before they start to force identity cards on you
