Yep, I was thinking Mr. Roberts after the QWC. And yes, Harry's outbreaks of accidental magic account for the clusters.
I figure that the way Obliviation must work, removing conscious access to a single casual memory (or a piece thereof--Sirius/Peter's surviving vicitms might have been left with the almost-complete memories of a horrible explosion, just the minor detail of those sticks emitting flashes of lights being edited out) might have little effect on the victim's mind. (Assuming, of course, that the Obliviator is competent and not rushed.)
Removing access to a whole series of memories and impressions, or a memory/memories that have greater emotional significance, would do much more damage.
I imagine a school staff member would spend quite some time getting progressively more worried about that Potter child's possible home life before s/he betrayed enough concern to register with Arabella.
