This is similar to what you're looking for but doesn't match it completely so I'm not sure if it's the right one. Derek and Peter were driving through Beacon Hills when Jackson threw a rock at their car. To punish the whole city they took Stiles as a servant so the Sheriff would crack down on any protests/rebellions.
