Let's see. We've a government in control through tyrant tactics (http://starwars.wikia.com/wiki/Galactic_Empire), an unfair and despotic regime (http://starwars.wikia.com/wiki/New_Order), cloned soldiers instead of recruits [at least, initially] (http://starwars.wikia.com/wiki/Stormtrooper), and standard political double-speak (http://starwars.wikia.com/wiki/Declaration_of_a_New_Order... )

I'm not talking ethical here, I'm talking about the fact that the government gave the Emperor the power to do this of their own free will. He has the legal right to perform these actions.

It would be akin to Quebec stealing the blueprints to cruise missiles the Canadian government had developed, then attempting to figure out how to destroy the facility.

Doesn't the Empire have the legal right to defend themselves?

Of course he/it does, and of course the rebellion contest the justice of those legals rights.

I don't think anyone blamed the empire for attempting to defend themselves, but we're supposed to empathize with the rebels as having a moral high ground (from our sense of morality obviously, not the empire's)
