It is rather resembling an even more indiscriminate hi-tech version of the British government's "Shoot-to-kill" policy against the IRA in the '70's and '80's.

There's a dude I used to talk a lot who claims he is in the Navy in intelligence, and when you show him this kind of stuff, he always handwaves it and talks about how hard it is to get approval for these strikes, and how careful they are, and how extremely rare these things are. Total disconnect.
Sure, but that's all relative. If what's being approved is still causing a disproportionate number of random farming grandmothers to get blown up, then responding by insisting that it's "hard" to get approval is a non-sequitur at best.
