no i don't, but i basically stitched both the layers separately with the largest machine stitch backsitching only at the beginning and gathered them evenly.

the waistband should be one rectangle prepared as double the completed height plus seam allowance and then the total desired width plus seam allowance. when sewing the waistband together (to make it a complete loop) it should be sewn right sides together along the lengthwise grain ^. and then folded over on the crosswise grain >.

you take the tulle layers at the same time and pin the right sides of tulle and waistband together and serge them together....if not...zigzag stitch
