Now that's interesting; I had read somewhere that you could become engaged to Alistair if you were at 100 Friendly (and that it would require a higher persuasion level). Thanks for the info.

It's not linked to romance. You can marry him with an approval down to zero.
Ejoslin on the Bioware social site forums is an expert on marrying Alistair to a Cousland without being in a romance. She tried even with a hostile Alistair (-20-ish), he refused then.

I tried this before to see what the dialogue was like. In fact I broke up with him just outside the Landsmeet Chamber to really make it awkward. My Cousland was at 100% friendly with Alistair, had max persuasion, and killed Loghain herself. The only differences I noticed was after you announce that you are going to be queen, Alistair goes "I...yes. Right. She will" before launching into what his dreams normally entail bit and giving his speech ( ... )
