Hmm, any reason that you need to accept and then black-hole the message, instead of answering 550 right up front? Rejecting while you still have the sender on the phone means you don't have to generate a new NDR. Most spammers won't bother to NDR themselves, they just move on to the next target.

It requires a patch to qmail and a cdb database of valid e-mail addresses. Doing it this way is the path of least resistance, but I'll probably end up doing that eventually.

understood. qmail doesn't seem to have much ability to adjust itself.. if you get fed up with it, give Postfix a try :)
