I feel that the number of userpics a person has should not be limited as they are with those of us who have basic and plus accounts.

That was my main reason for firstly getting a paid account and secondly a permanent account - and yes, I'd pay for more if it was possible.

As explained above, this could cause huge issues for the site's reliability as a whole. I don't think LJ should endanger the service by giving a non-essential, resource-draining feature out for free if people can already use all of the site's core functions without paying anything, ETA: Additionally: Paid/Permanent users (along with advertisers, of course) pay for the site's maintenance right now. Your suggestion would remove a major incentive for getting a Paid/Perm account, but at the same time create even more costs that would somehow have to be paid for.

So, LJ put ads on things, so those people could have extra things free to them, like moar icons and Scrapbook space and custom style pages and polls, and the advertisers would pay for it! What a jubilant day! Of course, then all of the people who were perfectly happy with their simple basic journals had to see those ads, too. BUT HEY, YOU CAN'T MAKE A WEB 2.0 OMELET WITHOUT MONETIZING THOSE PAGEVIEWS.
You want more icons, but don't want to pay! I bet lots of people feel the same way you do. Since we solved that situation LAST time by slapping ads up on pages everywhere, I say we cruise into the NEXT MONETIZATION PHASE where we put ads on userpics. Some may think it's ( ... )

LiveJournal is a business. This would not make sense, businesswise, and would be detrimental to the company -> detrimental to the service.
In short, you don't get free stuff just because you want it.
