The original poster can, if they wish, open a request with Abuse, and the community's maintainers will be required to delete the entry.
As far as things stand right now, everyone "owns" everything they post and have the right to delete it at any time. That's not to say that that policy can't change, and it would have to change for this suggestion to be implemented, but I'm just saying that this suggestion and LiveJournal's current outlook are completely opposite, so take from that what you will.

I don't particularly like the idea of anyone being able to block my content from deletion or editing.

People always have more control over their content than community mods. That's fine. It is still their content, to do with as they like, whether that's a helpful contribution or a flame. And in response I can tell them off, ban them, cache things, or take whatever other steps I feel are appropriate.

Whilst I understand fully your rationale for wanting to out spammers, etc. I think something like this has a far greater effect on the majority of users who are non-spammers.
If I post to a comm, say a story or something, and notice something I want to change, I should be able to change it; it's *my* post, after all.
So definitely no.

Scammers, people who offer something for sale, then after they have your money, delete their post, their LJ and disappear.
And then sell the same item on ebay.
But it's ok, we found other solutions.
