A member of a Meta Community can be only a community. From within a Meta Community it'll be easier to communicate with 'similar' communities. For example, “Russian Meta Community”. You can take a look at http://foruma.su/ as a working model of such construction. (Club = community).

So it seems that you want some kind of an easier way to navigate communities that are somehow related, but I just don't see any reason how communities being members of other communities can help with that. ONTD-related communities work just fine without that functionality, and it seems that cross-linking related communities on profile pages is quite sufficient.

Regarding your postscriptum part: suggestions is an open community, encouraging everyone to contribute to the discussion; whether or not your suggestion will have a chance be implemented does depend on what feedback you get in comments to your entry. So far, I personally fail to understand what kind of functionality you want implemented, and how it would enhance your LiveJournal experience.

If I understood correctly, the site you were showing as an example uses large categories (art, literature, movies, gnomes!) to group forums with similar interest.

So, less communities joining other communities, and more the ability for community creators/moderators to click a category box and be listed with other communities with a similar topic--allowing users interested in gnomes can more peruse a group of gnome-centric communities?

Not exactly... I see it like current community plays role of an individual (journal). It, a community, applies for a membership in a meta-community (MetCom). Owner of a MetCom can accept or deny this application. Of course, all members of outside communities can read a MetCom, but only members of communities accepted by MetCome can write in a common place of MetCome, (in my example - Dispute), where members of all communities of the MetCom can communicate with each other - inter-community conversation.
