How do you imagine that'd work?

A member of a Meta Community can be only a community. From within a Meta Community it'll be easier to communicate with 'similar' communities. For example, “Russian Meta Community”. You can take a look at http://foruma.su/ as a working model of such construction. (Club = community).
P.S.
By the way, dear andy, why are you answering my question to the developers of LJ?

So it seems that you want some kind of an easier way to navigate communities that are somehow related, but I just don't see any reason how communities being members of other communities can help with that. ONTD-related communities work just fine without that functionality, and it seems that cross-linking related communities on profile pages is quite sufficient.

Regarding your postscriptum part: suggestions is an open community, encouraging everyone to contribute to the discussion; whether or not your suggestion will have a chance be implemented does depend on what feedback you get in comments to your entry. So far, I personally fail to understand what kind of functionality you want implemented, and how it would enhance your LiveJournal experience.

"So far, I personally fail to understand " - may be somebody else will? ;O)
P.S.
Did you try http://foruma.su/? That's exactly what I'm talking about, except bugs and low speed of the last.

To understand what kind of functionality I want to implement.

Well, it's going to be up to you to explain it more clearly.

It’s better one time to look at, than... You do understand. Eh?

Well, frankly, I tried to look at it, and I found the navigation on that site quite confusing, so I still don't understand the point you're trying to make.

"I still don't understand " - That's all I can do for you. By the way, the navigaton in LJ I found confusing as well. First couple of days.

I, too, don't really see how this could work...

I'll suggest you to take a look at http://foruma.su/ (as I suggested to andy)to "see how this could work".

It's very difficult to look at that site for those of us who don't speak Russian - I can't really see where there are communities, let alone metacommunities, as I don't understand a word of it... so can you try again to explain the benefits?

OK, I'll try. That site (foruma.su) is a prototype of Meta Community, which contains number of Russian clubs (communities in term of LJ). You can see names and short descriptions of the clubs on the right side of the home page of the site. Each club, similar to a community of LJ, has its own interests to discuss and, in addition, all of them are Russian language clubs. But language is not the only condition to create a Meta Community (MetCom ?). I imagine MetComs like:
Art
Cinema
History
Politics
... you name it.
You can ask me why I don't write in foruma.ru? Number of reasons:
its a very young site, and, as a result, large number of bugs and very low speed;
the design is far from good: LJ looks much better;
