Check for validated email before user can apply to moderated-membership comm

Short, concise description of the idea
Users can request membership to a moderated community even without a validated email address, but maintainers can't approve membership, only reject it with a "validate email address and reapply" message or let it gather dust.

+1 This would be really sensible.

...some users might change their email address and not validate the new one before a maintainer gets around to dealing with membership requests...

Frankly, if the address is validated when the membership application is made, I don't think it should matter what happens afterwards. It certainly shouldn't become the maintainer's problem.

But then, I might get annoyed if my menbership is approved and I don't get notified. (And whoever gets the notification email might too.)

But I suspect most of those are "never was validated" problems, not "needs to be revalidated after email address was changed" problems, so the remainder would be negligible in practicve.
