Users can request membership to a moderated community even without a validated email address, but maintainers can't approve membership, only reject it with a "validate email address and reapply" message or let it gather dust.
Full description of the idea
Granted, some users might change their email address and not validate the new one before a maintainer gets around to dealing with membership requests, so that check would still be needed, but the process would still be more streamlined for a large majority of new users. It might also work as a barrier to spambots, without the accessibility problems of http://community.livejournal.com/suggestions/1040456.html.
