Allow users to upload their own custom-designed virtual gifts (GIFs, etc) for giving to their f-list, community members, etc.

Yeah, because of the infinite number of possibilities that someone could upload, it might require too much time and effort on the part of whoever would moderate these custom virtual gifts.

Maybe you could still send the recipient a personalized one through email, etc., and then if they so wished, they could put it in the Bio of their profile page.

Agreed. If you've ever used Flair at Facebook, the amount of uploads is HUGE, so this could quickly get completely out of hand...

I used to have a friend who sort of made his own V Gifts, though. He sized them like icons and posted them to people in the body of his entries, or in comments. You can 'host' them in your LJ Scrapbook, so it's a possible alternative, anyway...

LiveJournal would have to add at least 50 people to their staff for monitoring purposes. Guess the chances are slim...
