I don't know if he fancies you, but it's certainly not professional behaviour on his part! If he says he's coming, he needs to turn up. I'll be interested to hear what he says.

It does sound rather unprofessional, especially for him to insist on getting your personal phone number. There should be no reason for him to need it outside of a work setting
