That was from one of the previous years' "Photo Contest Winners" pages. I can only assume some kind of Washington State Promotional Cosplay Synergy happened between the alpaca ranchers and Microsoft.

You would be correct in referring to both towns as "P-U" towns, although it it more appropriate for Puyallup, as it sits on the outskirts of Tacoma, butt of "Aroma of Tacoma" jokes from time immemorial.
