Oh for fuck's sake. Once you're detained, they can pat you down. If they find something during the pat down that you aren't supposed to have, then they can arrest you. And once they arrest you, they can search you completely.

More to the point, I think the fact that they were pissing in the stairwell is enough cause to think they might have been smoking/drinking something that may still be on their person. So crying "omg no just cause!!!" doesn't really fly.
