(don't try to tell it to anyone. the connection line and passcode change after every use, so it'll be useless, anyway.)

✘ Only people with good connections in the Abyss or in the shadier areas of Terra would be able to contact the Scar Chain, in the first place. As stated earlier, they're extremely cautious. Any communications are heavily protected and spoken through an electronically obscured voice.
✘ If contact is established and desire to join is stated, then you'll be allowed to speak through a private, secure channel to the leader -- their voice will be garbled electronically, impossible to identify or trace. This is the initial test. If your reason for joining and the explanation of your abilities are stated, and are deemed appropriate, then a meeting in person will be arranged.
✘ The meeting in person: an empty warehouse in the Abyss. Several people wearing bird masks will be around, and you'll get to talk to the leader -- a man with an owl's mask, one that obscures his voice. (The other members are, for now, NPCs who were previously experiments at Neo Genesis' Deadman Wonderland, mostly civilians now living in the Abyss and Terra, with maybe one or two people in Elysium. The leader is Nagi [ striginae ], for those who haven't noticed, yet.) Again, a similar interview-type thing. If you manage to really show that you want to join this thing, and that you're an (at least somewhat) reliable person, then you'll be granted membership. If you start acting shady, the warehouse will immediately be darkened in an instant, and all members will vanish. Any further contact will be ignored.
✘ This is a fairly strict process. If you want to have a character try and join the Scar Chain, let's talk about it and see if it's works. Sorry, but some people will obviously be turned away.
