... Actually, not all shinigami are members of the Gotei 13! After you graduate from the Institute, you still have to pass the entrance exam before you can enlist with any of the divisions. So there are... um, a lot of shinigami who don't get that far. Those are usually the ones who don't know the names of their zanpakutou...
