The simplest explanation, called for by Occam razor, is that the ICD references were included not on individual diagnosis scale, but the whole classes were taken. There's a big class of disorders in ICD-10 called “Disorders of adult personality and behaviour”, which encompasses blocks F60-F69. All the listed diaginoses fall in one of the blocks, and it's true that non-heterosexual sexual orientation per se is not included in ICD-10 at all. Transsexualism, on the other hand, is listed in ICD-10 under F64.0 block.

On a side note: the letter X as in «Международная классификация болезней X» is not the Russian letter Х (ha), but the Latin X (eks), which stands for Roman numeral 10.
