On Wednesday, HR at the place I applied had checked my references and said they'd get back to me, "most likely tomorrow", with the next steps. Yesterday, I emailed in the morning and left voice mail in the afternoon to follow up but still have not heard back. It seems I'm going to have to start a real job hunt again today.
