I think Ace Fipke said somewhere that the failure of Cartoon Network to air the second season in the US which is the biggest market is one of the main reasons there's not going to be a third season.
Networks and TV stations fund shows, production companies can't afford to make shows without funding from networks.
When I visited Nerd Corps in August the guy in the office said SH was going to be aired in the US again, hopefully if the second season does well CN will see some sense
I don't know why CN bothered ordering two seasons if they're not going to be airing the second one (I think quite a bit of the show's funding came from CN, they must have quite a bit of money to throw around)
I heard somewhere that SH cost in the region of $250,000 per episode to produce
