Summary: Caradoc explains to his house elf that only the flat is theirs.

"Cai is not caring, Master!"
"Cai, be reasonable. The only part of the building that's ours is the flat. You understand the idea of a flat, Cai, it's exactly the same as the apartments Reese, Bowen and Lisette live in. Each one belongs to a different family. You can't just enter other people's flats without their permission. You may clean the hallways if you wish, I don't think that anyone will object to that unless we discover another house elf lives here, then you will have to work it out..."
The little house elf threw up her hands in exasperation. Her master was clearly blind. "There is no other elves here, Master. There is better not be. Hillview is being too messy for elves. Cai will have to fix it Cai's self."
Caradoc knew that stubborn set. Herding cats was easier than convincing his house elf to not do something she set her mind on doing. "If you want to clean other people's flats, you have to ask them first and get their permission. We know there's no one on the second floor. You may clean the vacant flats until someone is living there, then you will have to get permission."
Cai nodded her head. That was half of the building that would be clean. She was sure she could convince the nice teacher misses to let her help them. That left only the person who lived on the other side of their floor and she would make sure that person agreed too. That would give her domain over the whole building. It would do until her master found a real house for them to fix. "Yes, Master."
Caradoc had just enlarged another box to unpack when she spoke again. "Now abouts this carpet..."
