One other thought, less DIY than many so far: could you find a small family-run hardware store, and ask the old guy who owns the place to behead some screws for you? He will almost certainly have the tools, and would take him a few seconds. Even if there's a labor charge, it should be trivially small.

I suggest a small mom-n-pop place because they're more likely to take a few minutes to grok what you want, and talk to you about what your various options are for what you want to end up with. I've actively cultivated a relationship with such a store near me because a lot of good stuff can be had there cheaply.

This may sound insipid, but what about a HS metal shop class? I realize this requires having to go to a local HS, or know someone who attends one--- It is a surprising good source for weird little projects. I was once with a Hessian regimanet (Rev war re-enacting) and we needed about 400 flat brass buttons with shanks, particular width, etc. We financed the brass, and the shop teacher assigned it to the class, And we got excelleny results. Just an off the wall suggestion, from off my wall.

Do you have an oven? If so, go buy some Sculpey. Make pieces of the same size (either roll a piece out and cut them or just cut it or whatever) and then roll them into little balls. Squash the balls to the thickness you want, make x-marks with a toothpick and bake according to the directions. Not as strong as metal but painted look just as good.
