Steampunk Puppet

If it weren't a girl puppet, I would vote for Coin-Operated Boy by Dresden Dolls...

maybe it's just fresh in my mind because I've just finished reading it, but have you read Perdido Street Station by China Mieville, I mention it because it is incredibly steampunky and talks about things called the Remade, which are people who were altered for a purpose, some of them have steam appendages, or the wings of animals etc put on them, and some of them are animal-like people (xenia) who wear human clothing and go about human lives ( ... )

I was thinking, if you can use something that already has a head for a model, or a mask that is an appropriate size, then perhaps you can sculpt something either along the lines of what the mask already is, or just sculpt the head, and then cover the "To-be-masked" area with some "sculpy" clay and then let that dry, paint brass and affix after the puppet is ready.
