My son's always had that problem (& he's almost 9 now) - but I say shove it.
Try the very classy, clean look of knickers (& tall socks and laced shoes), button up shirt, and a classy tuxedo vest w/bow tie. He'll knock folks' socks off w/the vest (my son did, when he and his dad wore matching vests to a party when my ds was ~ your ds' age), and be steamy as all get out.
And, he'll be comfy and be able to run around, too.
Overalls are abundant for children, boots, go for a more industrial or lower class look. Add in a bow tie and one of the newsie style hats. My lady and I are actually putting the same thing together for our daughter... not really too worried about the whole gender role thingee. We found a pair of brown overalls that have images printed above the pockets of tools sticking out at Value Village for $3 US. We're stoked, steamy babies abounding!
You've got really nice brown shorts and t-shirts for babies. Why not get a nice pair of brown shorts (or trousers) and a brown t-shirt (or longsleeve) and paint gears on it?
There is no big tragedy in someone not knowing a baby's gender. In my opinion we gender babies far too much. In the Victorian era, girls and boys alike were dressed in white lacy dresses at that age. I like the engineer idea above though--it's usually easy to find striped OshKosh overalls.
