Today's story of WTF

So - the government is now openly admitting that they go out of their way to mess up traffic flow and create congestion because it increases their fuel tax revenues. Can somebody explain to me how anybody can be caught doing that sort of thing, admit it, and still hope to win the next election? What they call "green wave" was first implemented in Slough in the 1970s.
I guess the "fuel revenue" policies explain an awful lot else about your government: things like their public transport policies, which have been stoopid for as long as I have known them.

I would suspect it's something that they've inherited from previous administrations, who inherited it from previous administrations, and so on and so forth. They were just continuing the sleaziness.
