Maybe, but I've seen people who enjoy tormenting others and they don't act like this. The deities act more like scientists with an experiment than tormentors.
The hair beast was a reaction to the deities overstepping their bounds, taking what they shouldn't have. He showed up to return what was taken and shake a disapproving finger, along with his mom. Proof the deities are a) fallible and b) not the ultimate authority. They may still control the curses, but maybe they don't always dictate them. Or vice-versa.
