'the administration is also working to shift the blame away from the White House and toward officials of New Orleans and Louisiana who, as it happens, are Democrats'

yes, because why take the blame for anything? i'm doing this from now on, after seeing the white house do it for the past 5 years. 'you see, i didn't knock up your daughter, sir. it was the democrats and faulty intelligence that did it.'

The language needed to dissent has been so effectively neutralized that there's scarcely any way to complain that they won't have an immediate answer for.

i've noticed this. they also have this excellent tactic in which they ask every opposing question of themselves first and make them sound completely ridiculous. rumsfeld is best at this. it makes reporters scared to ask these questions as they'll sound stupid and the public doesn't ask because it sounds as if they were answered.

I think Bush's inarticulate speaking manner actually helps him, in this respect. Since it is understood that he can't formulate coherent sentences, it's very difficult to pin him down on 'straight answers.' Like how he frequently answers with non-sequitors. 'Is he really that stupid? Should I ask him the question again?'

I don't have much faith in the man's intelligence, but I am confident in believing his handlers take full advantage of modern theories of linguistics and information science. It almost doesn't even matter what he says, and they know it.
