First, unless she's extremely petite, that doesn't look like 16 inches to me, more like 22. Secondly, the photo's been altered. Look at the sides of her rib cage area.

My eight year old weighs only 41 pounds, is known as Skinny Monkey Boy and seriously needs to gain about ten pounds,and HE has a 20 inch waist. That's just wrong!
