When he found Devon he looked at her with a blank but scrutinizing expression. It was the same expression he gave everybody when he first saw them, but Devon might not be aware of that.]

I take only as much as I need, which is less than the daily ration. This means the rationing is unnecessary - following it is meaningless. To adhere to it is to adhere to rules for the rules' sake.
