Not that I've seen Porco Rosso, but I'd have to nominate Grave of the Fireflies for that spot...

That's certainly a valid choice. From a personal perspective (i.e.: this is just my opinion, not some grand levy of judgement) Grave of the Fireflies is undoubtedly an absolute masterpiece. I've seen it three times. I would also say that for me, it's so emotionally devastating, I'm not sure when I'll be ready to see it again. Everyone should see it. Very few will be able to see it again.
