Burn translated into Photoshop simply means Colour Burn.  Not linear burn.

01;; First things first.  Choose your picture, crop it, and then resize it to 100x100.

02;; Duplicate the base, and set it to screen, 100%

03;; Duplicate the base again, drag it to the top, and set it to softlight, 100%

04;;  Create a new layer, and fill it in with:
(#0A2245) set it to exclusion. Opacity: 100%

05;; Once again, duplicate the base, drag it to the top, and set it to screen 40%

06;; Create a new layer, and fill it in with:
(#C1FDFF), and set it to burn.  Opacity: 100%

07;; Duplicate the last layer (#C1FDFF), and set it to burn again.  Opacity 65%

08;; Duplicate the base, drag it to the top, and set it to softlight 100%

09;; Create a new layer, and fill it in with: 
(#92BFEB) and set it to softlight.  Opacity 57%

10;; Create another new layer, and fill it in with:
(#FAE7D0) and set it to multiply.  Opacity 41%

11;; Again, duplicate the base, drag it to the top, and set it to softlight.  Opacity 100%

12;; After this, merge all the layers together.  (Layers>Merge>Merge All)  Sharpen it, and then add text, effects, as you wish.
