To be honest, you can easily walk to the Bay from the city centre in Cardiff, but the number 6 bus - the Baycar - stops outside the Red Dragon and outside the Doctor Who Experience. On the Bay you also have the Senedd (Welsh parliament building), the Norwegian Church - which is now an arts centre and cafe - the Millennium Centre, which may be familiar as the location of the Torchwood Hub and lots of nice bars and restaurants.  In the centre is Cardiff Castle, and the town is built around a number of old shopping arcades, which are fun to explore. There's also a market, which is the beat place to try Welsh cakes fresh off the griddle. Just outside of Cardiff are Castell Coch ('Red Castle'), which has been a Doctor Who location a couple of times, and the Welsh Folk Museum at St Fagans, which has been voted the country's favourite museum several times. St Fagans is the closest you can come in Wales to actual time travel unless you go right up north, where they don't speak English or believe in electricity.  Or shoes.
