At first I was confused by what you were asking. XD; But yes, I suppose you could put it that way. But its more like Koontz's version of Frankenstein that uses some of Shelly's details about it. It ties in.
No it's not Frank's son. Not quite a spin off either. Hmm, I can't explain it without spoiling. XD [spoilers]It IS Frankenstein. He's made some changes to his body, being a scientific genius, to keep him alive for 200+ years. So the story takes place in modern day, but the creature (Deucalion in the story) and Victor are still feuding. However Deucalion was SHOCKED to see that Victor was alive and goes to teh city to stop him. Everyone thought Victor died because Shelly wrote he died, but Victor himself was mad about the weakness of his character portrayed in the her writing.[/spoiler]
