The people who live in my building are odd.

For some strange reason, there are people having a roof party.  It's 42F out and they're having a roof party.  Perhaps they've all had enough to drink that they don't notice that it's a might nippy out there?  Or they're all from Alaska or Canada or Norway or other parts north and this is balmy?  Or they're just odd.

There were a lot of Alaskan students at my first college (not in Alaska), and you could always tell who they were, because the Alaskan girls were the ones wandering around in cutoffs and sleeveless shirts in the snowflurries, oohing and ahhing about how warm it was and how nice/strange it was to be living in such a balmy climate.

Meanwhile, I was zipping up my seventeenth layer of clothing and encountering icy sidewalks for the first time

Yeah, I think they must be from some colder place. My apartment building is really close to a college, so there are a lot of student tenants. It wasn't warm enough for any Coloradan to be out on the roof enjoying the night. (Or I'm just that much more of a lizard than normal people.)
