Having read the scanslations (to the ending) and exchanged speculations in the forums and my flist, here's my half-assed theory: The Death Note is the reproductive tool, sort of like the mantle of hellspawn in the Spawn series. That is, Ryuuk didn't just "misplace" his DN "accidentally" but actually looking for candidates for Shinigami-hood.
I'm sure I can't be weird for thinking Rem is majorly hot. Right? Right?
Anyway, an alternative suggestion, borrowed from some D&D settings, would be that there is always a constant number of Shinigami, thus the death of one creates another new Shinigami.
Or alternatively, there was a certain number to begin with and they can't reproduce at all. As basically immortal beings, reproduction isn't needed to preserve them from the beginning of life on earth to the present day.

Those are both possibilities, though the latter creates the consequence that you could eventually run out of shinigami due to attrition.
