Torture, basically. Cruel, but it might become a necessity in a place. The problem with prisons and nurses is that such a system is still left open for corruption.

Not to mention there are probably people in this city with the powers to regrow lost limbs.

I keep my most beloved enemy as a harmless collection of immortal cells to fuel my power infinitely. Living forever can really be such a curse when there's someone stronger to keep you in a state of paralysis.
