If he's a member of the SPPD or SPFD then he can stand guard for a while, yes. He'd be affected by the Voids just like anyone approaching. He probably wouldn't see much of anything cool, since most of the cool stuff is far below the surface and the guard line is on the surface.

He'd probably get to see several people pushing the line too hard get shot or beaten down, though!

How do characters pay rent exactly? Alex doesn't care enough to move out of the starter apartments and he has a job now.

Posting a note on the Starter Apartments page that he's paying rent will work! Then his "eviction date" on the list will be changed to rent paid, and he can stay.
