I can tell you that from what I've heard, 'hauling off' happens in the poorer sectors which are left pointedly unpoliced close to siren hours. I've heard from some of our 'regulars' who take shelter in our waiting room after siren that there are trucks- I unfortunately don't know where they go. Probably downtown to well fortified property, or somewhere undisclosed in the industrial district. The police turn a blind eye, I'm told, because they don't have the numbers to devote to the slums.
Re-l Mayer is working with investigations for Newcomer Case Files. She's does a thorough job of her work, and if you'd like to open file officially, with the government, for missing persons, she's also a police liason and your best bet for bringing it to their attention.
Legally, on the books, what SERO's hospital does is take custodial medical agency- essentially, the patient or subject signs a waver upon admission which grants the company or a contracted individual working for the ( ... )

And what you said, about SERO as well--they always have to sign, do they? Only I was under the impression that it was often contrary to a patient's will. You know. Kidnapping, and the like. Why try and disguise that sort of thing?

Miss Mayer is persistent like few I know. Even if it means taking the truth into her own hands. She would not have taken the position up, if she was not serious about investigating on behalf of the newcomers.
A signature can be coerced. Legal on paper, on the record. It's disguised precisely because the systematic bureaucracy is designed to do so.
Fortunately, Mister Edgeworth does have a good deal of information on record regarding AGI's involvement with shapeshifters, because of the incident with Sam Merlotte several months ago. If there's anything that might help you, I think you'd find it with him.

Yeah? And how's her record thus far? How many of these missing people has she located, or at least found out what became of them? I'm sure she's brilliant and tenacious and the rest of it, but the fact remains that all of it is good and bloody useless.
Right--a signature. But you don't know anything more than that, you just--they go downtown somewhere. I don't want legal information, or any of it, I want to know where. That's more important.
