Monsters can be found during the day in some places. Kisame encountered some odd things when he went to the bottom of the lake, I do believe.

You know it's quite possible that the monsters are of the nature that the sunlight hurts them. Or perhaps they are merely nocturnal. They may have some sort of places in the poorer districts of the city where they hide out during the day.

Although quite dangerous for those who might think they are safe during the day time. I wonder if some of the larger ones might even burrow underground during the day and were very good about covering their holes. It would explain how they 'disappear' during the day.
