How can you tell, if even the ones with no abilities are given some?

. . . This is something I've noticed as well. [ Maybe there are Pull 'hotspots'? Or ... maybe the people already here are the reason others who know them are being pulled. ]

I know the proportion of people with active powers in my world is under one percent. Even allowing for the fact that the people with powers tend to know each other far more than random chance would predict, the percentage of people Pulled from my world who had active powers already is too high.

I suspect the Core reacts to both hopes and fears, given the number of close connections and nemeses who appear to be present. But that is a guess based on very little evidence.

I know how it feels. People tell me I've been in Siren's Port before- twice even. But I haven't got any memories of either time.
