Bounty hunting, thieving, even assassination has its places. The dark belly of the underworld has to be there, so the light can shine. People need to realise the world isn't just the grey and white they can see. There's a lot of black too.

My world's version. The problem arises when the target is too strong and eludes capture. It means an unnecessary sacrifice of lives attempting to reel in a criminal who can't be caught, and only attacks when attacked.

It happens more often than they'd like to admit.
