I'm not very familiar with parking law enforcement and all that, but I don't see that it would hurt. Unless they'll increase the late fee or something while you wait to see if it did work.

It actually might. Parking people are weird. Crackheads just pay the fine and call it even, but if you have a convincing sob story then they'll usually work with you a bit. Just make sure that they know you were earnestly trying to get it paid.
