No idea why your game is crashing without the cache file, but about the skins, try changing appearance instead of outfit. I think you have to do it with each outfit, tho, at least the first I installed the skins I did it like that and worked, before I knew about the cache.(The problem is, in that case you would have to do the same, with every sim in your current game).
If you have Win XP Pro (possibly Vista Pro too) try deleting the entire contents of the Windows\Prefetch folder. Windoze regenerates these files as they are needed so they're kind of like a cache and safe to get rid of. You won't have that folder if you don't have the Pro version of Windoze so don't panic if it's not there.
My game was doing the same thing - playing the into video then crashing about a third of the way through loading and the only thing that worked was deleting all the cache files AS WELL AS clearing the Windows\Prefetch folder. And I have to do this from time to time now. Seems that once the game starts crashing, it develops a taste for it.
Hmm... have you tried going into CAS via the mirror - just the changing the sims' looks, rather than clothes? I think that was how I got it to work on mine.
