Truth re: first ripple. It's a snowball effect, as long as a law can be passed and a few little tiny things happen on it, just a couple minor prosecutions, it becomes caselaw and then can be applied with a lot more force in a lot more places.

Though I can't help but wonder if the big fanfic companies are going to try to fight it.
