If not, you could always have him towed. :3 I had one ass in a big truck parking in my spot for an entire weekend, and I found the note I left torn up and tossed on the ground when he finally moved the damned thing. Sure must be hard being forced to park in the visitor stalls 20 feet away from the owned stalls. :p

I should be thankful though, as when the apartment block was still a rather unpleasant pub, access to the alleyway was blocked by idiots almost every day.

If the said car is parked on the public highway shouldn't there be someone you can call at the council, police or highway agency? Said arsehole is blocking access not only for residents and for emergency access.
