You'd think that living just south of the Great Lakes and within the lake effect snow belt, people here would know how to deal with it... but they don't.

I'm slightly to your south, in that case! One of my co-workers has a sister up in Michigan, and apparently even though they're used to harsher winters than ours, everyone forgets how to drive during the first snowfall. I suppose it really is universal.
